Janet MacEachern
Jan MacEachern was born, raised, and educated in Wisconsin and was an active participant in political affairs her entire life. After graduating from the University of Wisconsin with a major in English, she taught high school for several years before her marriage to Angus MacEachern, an Army officer. For nearly 30 years, she traveled with Angus and their 3 children across the United States, Europe and the Far East, organizing young people’s and women’s groups in Germany and Okinawa, and serving on the Red Cross. In 1965, Jan and Angus set off in an air stream trailer on an extended road trip, eventually settling in Boulder City, Nevada.
Almost immediately, Jan became an involved and respected figure on the Nevada political scene. She attended City Council meetings, joined the Chamber of Commerce and the League of Women Voters, and registered as a lobbyist in Carson City. She served on several legislative committees and spent a considerable amount of her time analyzing proposed legislation and recommending positions for city and county agencies and non-governmental groups, such as Citizens for Private Enterprise, the Community Club, and United Way. In addition to her activities as a legislative watchdog, Jan wrote to her congressmembers, testified before legislative committees, arranged candidate debates and social functions, and produced voter guides and political informational pamphlets for the public.
Much of the work accomplished by the League of Women Voters and the Business and Professional Women of Nevada is due to Jan’s active service. From amending by-laws to forming resolutions to analyzing bills for their impact on women, Jan served both groups consistently from the time she arrived in Boulder City until her death in 1993. In addition, she served as President of the Boulder City Democratic Party, attended state and national Democratic Conventions, and was a member of the Clark County Women’s Democratic Club and its Educational Chair.
Jan’s abiding interest in health care and senior citizen services earned her appointments to the Nevada Commission on Aging and the State Health Care Coordinating Council, whose mission was to develop regional and statewide health plans for the citizens of Nevada. She also served on the Economic Opportunity Board, whose purpose was to develop and administer programs to assist the poor, and chaired the Senior Day Care Advisory Committee. Other community service includes the Retired Senior Volunteer Program, the KLVX Community Advisory Board, and the El Dorado Valley Advisory Group.
In addition to her many certificates and awards for community service, in 1983 Jan was named Boulder City Lady of the Year in honor of her political acumen and her seemingly tireless efforts.
Scope and Content
The papers of Janet MacEachern were donated to the Department of Special Collections in 1994. Fourteen boxes of materials had been accumulated and boxed by her good friend, Dorothy Eisenberg, and her daughter, Jean Dieleman, and arrived in no discernible order. Materials were sorted and arranged according to the agency of origin, and were generally ordered chronologically within document type. All materials were refoldered into acid-free folders and boxed in acid-free containers. once processed, the papers consist of 7.5 cubic feet of materials.
Much of the original materials consisted of newspaper clippings, which were quickly deteriorating. Clippings relating to Nevada in particular were photocopied for conservation purposes and the originals were discarded, as were general clippings from national newspapers. Most newspaper clippings were arranged chronologically, except where the clipping supplemented accompanying materials, or where clippings had obviously been gathered according to subject. Routine and general political handbooks were discarded, except for those pertaining to Nevada legislature.
The collection contains no materials before Jan's move to Boulder City in 1965, and very little material of a personal nature, except for a few items of personal correspondence and some memorabilia. The bulk of the collection pertains to Jan's legislative activities and her membership in political, community, and governmental agencies. The records of the League of Women Voters, the Business and Professional Women's Association, the Boulder City Democratic Club, and the Clark County Health Services Agency are fairly complete and contain documents relating to the function and purpose of the group as well as Jan's specific contributions.
The papers of Janet MacEachern document Nevada's legislative processes and the state's growth and development. Issues covered include reapportionment, nuclear waste sites, tax restructuring, water and land use, health planning, legislative reform, the ERA, and other Nevada political issues between 1965 and 1994. The variety and intensity of Jan's involvement with these agencies illustrates her patriotism and willingness to work for reform.

Established in 1964, the EOB is a private, non-profit social service agency whose function is to develop and administer programs for the poor. Jan was on the Planning Committee and the Executive Committee, and helped review grant applications for EOB projects. Soon after her arrival in Boulder City, Jan began attending city and county council and Chamber of Commerce meetings, and naturally took on the role of legislative advocate, sometimes on her own, and sometimes as part of a committee. In 1987, the Nevada legislature created a commission composed of former legislators and 11 citizens, including Jan, to analyze the legislative process and make recommendations for its improvement. Recommendations covered a variety of topics, including extending sessions, increasing compensation, restructuring the attorney general’s duties, and establishing a system of deadlines for action on introduced bills. Documents included in this series consist of minutes, correspondence, reports, and memos relating to the work of the Commission.
